Poor fourth baby 可憐老四

A direct subsidy plan to boost childbirth rate is on the verge of promulgation by the Government.
As everyone knows, any kind of direct subsidy to any entity is the worst policy a government could make. This is proven in every social and economic corner, and even in global basis.
Better alternatives should be indirect subsidies, such as better nursing assistant, education, health care system, etc.
I'm not going to discuss this deeper, but think about how humiliated it is relating a newborn to money value.
According to the draft policy, the third birth will bring in $5,000 subsidy a month, while the fourth nothing. Thus the fourth will be cursed, and the third will be pampered. But could a baby decide if it wants to come to this world?
Besides a couple who decide to have more babies may not lack money, a couple who choose to raise only one baby might still have to struggle for daily lives.

眾人皆知對任何個體的任何直接補貼,是政府最糟糕的施政.這在社會或經濟上,甚至在全球都有明證.
較佳的政策應該是間接補助,像較好的育嬰輔助、教育、健康系統等.
我不打算深入討論這個問題.不過想想看,把新生命和金錢劃上關聯有多麼醜陋.
根據計劃草案,第三胎每月可以帶進5千元,第四胎1元都沒有,所以第四胎將受到詛咒,第三胎將受到溺愛,可是嬰兒可以自己決定要不要到這世上來嗎?
此外,想多生的夫妻未必缺錢,只生一胎的夫妻也許還難以繼日呢.
