The moving south of national business HQ 國營事業總部南遷

The movements of headquarters of national operating enterprises from the north part of Taiwan to its south suggested by the ruling party are politically driven, they don't make economic sense.
Consider the water squeezed within one side of a balloon to its another side, or the sand within a sand timepiece, these are standard zero-sum games. The movements of headquarters are exactly like these games.
Worse, these movements would cause moving costs, waste our public resources.
Some would say the movement of headquarters could decrease individual enterprise's operating cost, by releasing its office property in Taipei, where the property prices are much higher than in any part of Taiwan, to rake in property revenue. This is true.
But what's its impact on civil property sector? Wouldn't this produce excluding effect? Unless there exists a powerful demand for office properties.
Besides, the movement of headquarters would result in relative economic activities induced by headquarters' operation and its employees being moved from a place where prices level is usually higher to a place where prices level is lower. This means total turnaround would decrease, and through multiplying effect that means the shrinking of our macro-economy.
As to the saying of balancing economic situations between different parts of Taiwan, I think it's more important to keep local plurality than to have a Taiwan homogenized by economic development.
Because this is a very small island, distance is no more a problem for us today. What we really couldn't afford is this island depraving into a unified big industrialized zone, and that would be the dead end for Formosa.

執政黨主張的國營事業總部南遷,是政治上的考量,不具經濟實質意義.
就像把汽球中的水從一側擠到另外一側,或者沙漏中的沙子一樣,都是標準的零和遊戲,總部在島內搬遷正是如此.
更糟糕的是搬遷會發生費用,浪費公共資源.
若說總部搬遷可以釋出位在台北市的辦公不動產,利用它來增加收入,降低個別企業的經營成本,這倒是合理的說法,因為台北的房地產價格是全台最貴的.
但這對民間不動產市場有無衝擊?不會產生排擠效果嗎?除非那裡對於辦公不動產的需求非常強勁.
此外,總部南遷將使與總部經營和員工相關的經濟活動,從物價水準較高的北部地區移轉到物價水準較低的地區,這表示整體相關營業額將下降,透過乘數效果,就變成總體經濟縮小.
若說是為了平衡台灣不同區域的經濟差異,我倒認為維持本島各地方的多元性,要比本島被經濟發展同質化了重要.
因為台灣是一個很小的島,現在距離已經不是問題,台灣實在無法承受墮落成一個單調的大工業化區域,那將是福爾摩沙的死路.
